Aug 16th 2008 2:47PM no you do not need to buy any laptop bags from the TSA, as the TSA is not selling any. The new rules simply stipulate what style of laptop bag shouldn't need to have the laptop removed. There is no "TSA-certified" or other sticker/logo/anything else that comes on acceptable bags. If the TSA personnel wants you to remove the laptop from the bag, they can still require you to do so, regardless of the bag style.
