400 films compared to 90,000? Give me a break.

Very few films are good enough to get into the Criterion library. Only the most worthy and exceptional works by film history's best directors are in Criterion's list. Those classic films will be on BluRay.

All 400+ are on DVD at this time. Who's to say that they can't release all 400 on BluRay eventually?

Criterion has more than 400 films in its library. The initial announcement was only for its first batch of BluRay releases. They can take their time releasing all 400+ in BluRay over the next few years.
