Comcast to revamp congestion management policy by year's end

[Thanks, M.N.]
Dear Comcast High-Speed Internet Customer:
Comcast is committed to providing you with the best online experience possible.
One of the ways we do that is by managing the leading fiber optic network in the nation to ensure it is fast, safe and reliable. As part of our ongoing efforts to continuously improve the quality of our service, we are switching to a new network congestion management technique by the end of the year. It is focused on managing network congestion only when and where it may occur. It will also replace the current technique and will help ensure that all of our customers receive their fair share of network resources.
What does this mean for you? Probably nothing. We ran five market trials of this technique over the summer and found that less than one percent of customers were affected. So, the vast majority of customers will not notice any change to their Internet experience as a result of this new technique. During the times of busiest network use (which could occur at any hour, depending on your neighborhood), those very few extraordinarily heavy users â€" who are doing things like conducting multiple and continuous large file transfers â€" may experience slightly longer response times for some online activities until the period of network congestion ends.
As we transition to this new technique, we have amended our Acceptable Use Policy ("AUP") and posted it on the Comcast.net Web site. For links to the amended AUP, as well as answers to Frequently Asked Questions and more information about this new technique or our network management efforts in general, please visit our Network Management Policy page at: www.comcast.net/networkmanagement.
Thank you again for choosing Comcast as your high-speed Internet provider.

At the same time, ComCast discontinued their UseNet offering. It will cost me $9 to $15 to replace the service. Another way to "limit" bandwidth without ComCast getting tagged by the feds.

But are they doing this while retaining bandwidth caps? If that's the case, then BFD.
Look, I understand that segments can get saturated. What about someone who uses his Internet connection constantly yet *still* does not cause congestion because there are not enough other consistent users to cause a problem? Or someone who sets his system to do a bunch of network activity between midnight and 7 AM? Technically, that "heavy user" isn't causing anyone any problems, yet they're still going to get bitch-slapped with bandwidth caps. Hey, nice! Get screwed for having a serious impact on -- NO ONE! Comcast makes me love my FiOS more and more.
And that Comcast graphic is freaking awesome!!

So I was wondering how Comcast was going to beat Vudu, and DirecTV's 1080p offerings! Simple, make it tough for users to make use of the new high quality Vudu offerings (big files, shared via bit-torrent technology, pushing you to your limit even if you watch very few). And make it tough for DirecTV to download 1080p movies for "on demand" viewing from your DVR hard drive. All those "background downloads" are really going to hose you!
I guess it's not technically anti-competitive, but it really does undermine everyone else's business model for electronic distribution.

I pay nearly $90 a month for Comcast High Speed Internet only -- NO TV or PHONE! This is a slap in the face and as the resident "IT guy" in the neighborhood, I will be converting as many people away from Comcast Internet as I can. Seriously, where is AT&T Lightspeed (FiOS)??? Let's get going AT&T!

all I can tell you that I don't like what you have done to my service. Your system is slower then ever.
It takes so long for a page to load that I thinking about going back to my old provider. I am not the
only one in my area that feels this way. Whats going on?
