Most movies would be but this article is talking about TV shows which I assume are usually 30fps in the US unless they're tring to look "cinematic". I don't know the mechanics of converting an HD 30p or 60i show to 24fps but I expect it means dropping or blending frames. Hardly a desirable solution.
