Yes one question one, that is exactly what it does. But number two won't work because of the lag caused from the real time encoding of the video.
for the movies question... I guess I mean you would not have to worry about file formats or user interfaces.... I would use my HTPC to steam the vobs on my NAS with the "My Movies" plugin to every TV in the house.
