DirecTV 11 satellite tests out 17/24 GHz BSS bands
DirecTV looks to make the most of DirecTV 11's test period, before things go live in September, testing out an experimental payload at a second test location. While the satcaster collects readings on recently-allocated bandwidth and other satellite traffic to plan future launches (adding even more channels, or maybe 1080p broadcast television), we'll just keep twiddling our thumbs. If DirecTV or Dish can begin broadcasting 1080p television with a large number of channels, it could have a serious cascade effect on traditional Cable Companies - they'd be forced to upgrade their infrastructure, which then means their arguments for tiered access or bandwidth caps would be pretty useless.
Come on, DirecTV. 1080p would be nice, but the side effects would be much, much nicer.

I doubt that this has anything to do with them testing 1080p television. Moreso it's Richard's own speculation.

DirecTV's current DVRs aren't capable of displaying 1080p. The hardware isn't capable.

Dtv 11 is mostly for HD local channels. There is no need for Dtv to broadcast in 1080p because none of the networks broadcast there stations in 1080p. They (networks) just spent millions of $$$ to get to 1080i. It would just not be a wise move for them cost wise. We just discussed this topic at a Dtv meeting in Chicago on Thur.
