Using phrases like "throughout US" and "entire US footprint" gives the impression that FIOS is available everywhere. Then you get to the real truth with the phrase "16 FIOS-enabled states", which is only a little more than one quarter of the US. FIOS is still only available in a very small area, and always will be. This is a bit like AT&T touting 3G as being "nationwide" despite its not being available at all in 18 states and only working in 2-3 cities in the states in which it is available. Fiber is not expensive, it's actually very cheap these days, but the electronics necessary at the home or node are still very expensive and have not come down in price at all in recent years.
