The main problem here is the same as the main problem with Blockbuster in general: Franchise stores. They aren't governed by the corporation, so they make all their own decisions, and every franchise store I've ever been to sucked compared to the corporate stores. They dont keep the facilities OR selection up as much, they dont abide by the company policy of no late fees (REALLY frustrating the first time you mess up and end up owing $20) and for the most part, they dont stock blu-ray. I think it is rediculous for the company to herald policies that only guarantee to apply to about 30% of the stores I've ever been to (maybe that's just my area's bad luck).
