I think his context was for networks that are "HD" but half their content is upconverted, stretched SD. aka History HD. IMHO if a channel is advertised as HD, every second of content on that channel should be HD (aka HDNet).

That's what I think it is. I have looked at numerous channels like this. I switch on the show and it is in SD on my HD channel. WTF? I suspect this will be the norm for quite a while especially on stations that play "vintage" content but want to jump on the HD bandwagon.
