They're assisting people to meet the mandate they created, not the bonus offering of broadcast stations of HD. This program is mainly for those who receive TV only over the air. After March, those are the only people that can apply for the voucher anyways. <br><br>If you want to nitpick about it, the voucher also doesn't cover any receiver that has any other bells and whistles like DVR or a DVD player built in. This shouldn't just be for poor people.  The FCC has an amazing amount of power... And they are using this power to shut down a spectrum that people have relied on for years - To use to watch TV (and pay for TVs that use this spectrum).  <br><br>The government is going to get a huge windfall when they resell this spectrum.  This windfall is, in part, due to the fact that there are whole lot of people that will suddenly own an obsolete piece of equipment.<br><br>Why shouldn't anyone with an obsolete TV be able to get part of that windfall?!?  <br><br>Heck, if you end up going out and buying a converter without the coupon, then you just paid a tax... You ended up being a casualty of the windfall.<br><br>I'm getting a little tired of people thinking that these coupins are payed for by a tax everyone else ends up footing. If you have a HDTV with an ANALOG only tuner, (Coax, most likely) then these will still work for you. I managed to pick up a used one on eBay for around $80 so I could watch HDTV on my 720p projector via HDMI. If you look for them on Amazon, you will find several listed but none are for sale. They have all been discontinued. The reason is that all new TVs have digital tuners built in so the market for stand alone tuners is extremely small. I had been hoping that with this rebate deal, new stand alone tuners would be manufactured. The government doesn't just print money. All the money the govt. has comes from you and I. So you can go out and buy youself a $40 converter, paying for it out of your bank account. Or you can pay $50 (remember that the govt. has to pay someone to process your taxes and then distribute the voucher money which takes away from your initial input) in taxes, sign up for the voucher and have the govt. give you $40 to go buy your set top box. Which makes more sense to you? If you have $5billion in one hand and move it to the other hand, do you end up with $10billion? No. If you have spectrum worth $5billion dollars in one hand and an $8billion dollar mortgage in the other, when you sell the spectrum do you have a)-$3billion. c)$8billion. or d)$13billion dollars? <br><br>The point is that when the govt sells the spectrum and "makes" their $10billion (or whatever it sells for) it's not like they all of a sudden have a surplus of $10billion dollars. It is just $10billion dollars less they they need to collect from you and I to pay for their yearly budget. Now if this money somehow magically vaporized if nobody claimed it then fine, but that isn't the case. The whole point of the digital transition was because of HDTV - the government saw that HDTV was the future, and they wanted to make sure that the channels all Americans have access to for free remained ones people would want to watch.  So they temporarily loaned the broadcasters extra bandwidth so they could convert to HD - sure, they didn't *require* HD, but since a company has to convert to digital anyways, it's not much more pricey to go all the way to HD (and that's how it has turned out).  But now the government is actively discouraging HD!  Heck, even without HD, component video is the best quality possible - what about people who watch SD over antenna that have high quality SDTV's? I know this $40 credit is not coming out of our taxes. The voucher is for $40.  That does not change the fact that if you NEED a voucher to buy a HD STB, then you need an extra $40. Sell your old books.  Bam, $40.  Tudor someone.  Bam, $40.  Hand out fliers for some political group.  Bam, $40.  See?  It's been years since I've graduated, and I can still think of some ideas for you.  <br><br>And yes, as the 4.6 Billion could have been used to reduce the tax burden on EVERYONE, yes, it came out of your taxes.  The radio spectrum is really 'public' property, not gov't property.  We all should obtain benefits from the windfall. The funding they provide is for the low income user so they can mantain the same over the air service they had before the switch and not so the high end user can watch the local channels in HD. <br><br>As a gradstudent I make less then 1500 dollars a year, less then 10 after tuition. I'm glad that when they make the switch I can still watch TV on my little 13" TV. If they didn't provide this service I wouldn't be able to aforde TV anymore. <br><br>Its goverment cheeze people be glad that they offer it. The ATSC converter boxes will NOT be of any use in decoding digital cable signals.  However, Feb. 17, 2009 only discontinues analog over-the-air broadcasting.  <br><br>It is entirely up to your cable company to decide when they want to turn off NTSC analog channels and go all digital (QAM).  The FCC doesn't care about that, apparently.  I suspect that day is coming for every cable provider as they look "toward the future".<br><br>Please note that some digital TVs have tuners for NTSC, ATSC, and QAM.  If your mom gets one that includes QAM, she *should* be able to use it for non-premium cable channels even after they turn off their NTSC channels.  It'd be wise to investigate that for her specific cable company, to be sure.<br><br>I just checked and it looks like the Samsung DTB-H260F Digital Tuner mentioned above does demodulate QAM signals, too.
