Actually, "effect" is the correct word as it is a noun. If anything could be changed in the title, he could give the "strike" possession of the noun "effect" ("The writers' strike's effect on HD programming"). It might help to read it like the Screen Door Effect or the Slashdot Effect, in nerd terms.
