There is no reason to see this as "shifting blame" -- there need not be any blame here. This isn't simple stuff. There are real complexities involved, and beta testing reasonably would be expected to potentially raise significant issues needing correction. They should make the service available WHEN IT IS READY not based on any arbitrary time-line.
