We'll have to see how big the backlash is for OTA capability. As I recall, the HR-20 while including a jack and being wired for OTA originally, is not currently capable of receiving OTA either. Since I have my locals rebroadcast from DTV anyway, I've not taken the time or made the investment yet to add OTA to my system so I can't actually verify that however I do recall finding that puzzling when I read that info in the manual when I set my system up.
You have to remember, for DTV, OTA is their competition just like cable and Dish. While it may not make sense to the consumer, I can't say I'm completely surprised at their decision to control what goes through their boxes. It isn't going to make them any money to add OTA to their boxes and the eventual cost to them would definitely be measurable. So, this is what we get instead. I'm just glad I'm in an area where I can get my locals (at least everyone but freakin' NBC! What the hell is up with THAT??!??) so I don't have to deal with the extra hassle of an additional HD receiver.

The HR20 does currently offer OTA tuning and recording.
