I'm willing to bet that Universal *will* go dual-format. BD movies are outselling HD DVD about 2:1 steadily. The pressure will only increase as BD continues to take a larger market share. Aside from the big studios, more and more smaller shops are going Blu - like Starz Entertainment, Tartan Video, and FUNimation. Others, like Bandai, are dual-format for now. You're just not seeing the same kind of support for HD DVD from studios.
HD DVD can never 'win' - the only possible outcomes are a permanent split or a win for BD.
