This is a fair question, and for those talking about tech aspects of the format, that wasnt the question. Blu Ray could have higher specs yet be less appealing. But for a side note Blu Ray is not superior it simply holds more space, they have all the same standards of VC-1, Mpeg4, Mpeg2, Dolby TrueHd, etc. But it does have a nice anti scratch surface and they are apprently envirnmentally friendly. Also with games this doesnt really matter either, My PC will play games at 1920x1200, and some people are playing at 2500x1400, you dont need a disc the size of HDDVD or Blu Ray. The only thing the developers will be able you this extra space for is HD Movies in game. But you need to remember the CG is still pretty expensive and besides games like Final Fantasy and other blockbusters it probably wont happen.
