I believe they are just bluffing. They are attempting to force Blu-Ray into adding the features and functionality that they want. I am glad they are doing it but I don't buy into the bluff. I hope Blu-Ray doesn't call them on it but instead raises them. We will see if Blu-Ray supports mandatory managed copy. If they don't then why would anyone want to use their Blu-Ray discs in their PC's?
The ultimate Media center contains all your media and doesn't require you to get up when you want to watch a movie. Without mandatory managed copy this dream cannot be realized.
The other reason Blu-Ray should require mandatory managed copy is to remove some motivation for crackers to crack the new encryption methods.
